It will bring us contentment to see that every library, every school, every household has a dictionary of our national language. It will satisfy us to witness how the youth will embrace the Filipino language and impart it to others,” Rep. Tinio said.</span></p>

<p><span style="font-family: 'trebuchet ms', sans-serif;">Rep. Tinio updated the officials of DepEd on the nationwide turn-over of dictionaries and expressed the need for logistical help in reaching regions situated in Visayas and Mindanao. </span></p>

Sana ay maipamahagi sa iba sa porma ng diksyunaryong ito ang mayamang kultura ng Pilipinas, kasama na ang wika ng mga lumad, ng Indegenous Peoples at ng wika ng iba’t ibang rehiyon. <p>ACT Teachers Party-List Representative Antonio L. Tinio participated<br />
in the opening ceremonies of the Palarong Pambansa in Lingayen,<br />
Pangasinan today to join student athletes, coaches and teachers from<br />
various private and public schools across the country. With this<br />
year’s theme, “Clean, Green and Hi-tech,” Rep. Tinio called on the<br />
Department of Education to create programs that would promote sports<br />
among the youth amidst other activities that are currently popular<br />
among them such as social media and internet gaming. He urged the<br />
DepEd and other funding agencies to allot a decent budget for our<br />
student athletes to be spent for trainings, facilities, uniforms and<br />
stipends for students to be inspired and encouraged.</p>
<p>Engaging in sports will foster the development of Filipino virtues<br />
such as camaraderie and collective effort among the youth. In this age<br />
of technology where the youth is currently engrossed in social media<br />
and high-tech gadgets, it is but right to promote and preserve the<br />
Filipino youth’s innate talent in sports.</p>
<p>“What we must strive for is a genuine and long term sports<br />
development. We should veer away from relying on imported talent,<br />
national teams whose members basically grew up and trained abroad<br />
especially in the field of football and basketball. We must tap the<br />
huge potential and talents of the Filipino youth in the public school<br />
system through the Palarong Pamabansa. However, none of these can be<br />
done with a measly budget,” Rep. Tinio said.</p>
<p>Rep. Tinio called on the Department of Education to allot funds for<br />
the development and the improvement of sports training among the<br />
youth. “We have heard of success stories—of student athletes who won<br />
in competitions with only a meagre budget. While it is good that the<br />
DepEd has allotted P8.5 Million for special sports program, it must be<br />
ensured that the funds be distributed to student athletes even from<br />
far flung areas of the country. Funds must also be used not only to<br />
subsidize training but also to promote interest in sports among the<br />
youth,” Rep. Tinio said. The funding for student athletes have a<br />
limited scope as a few schools were only selected as recipients. #</p>

<div>The Asian Development Bank (ADB), that chose Manila as venue for their annual summit, laid out their development plan for the Philippines. The plan is comprised mostly of building and improving infrastructures for greater foreign investment and the strengthening of Public-Private Partnerships (PPP). Rep. Antonio Tinio staunchly criticized the Aquino administration and its continuous pursuit of loans from big lending corporations in exchange for the Philippine economy’s accommodation of foreign “investors” such as Business Process Outsourcing (BPO) companies and call centers. The Philippines owe a total of P44.31 Billion to be paid in 20 years to ADB.</div>
<div>With ADB’s theme focusing on “inclusive growth,” it seems to refer to large corporations and other big profit-seeking agencies. Keen to keep its hold on the Philippine economy, members of ADB are looking forward to keeping their hold on mining, water and electricity, oil explorations and various reclamation projects throughout the country.</div>
<div>Included in the long-term instrument that ADB’s priority refers to loans allotted mainly for Public-Private partnerships. There will be a total of 102 reclamation projects which will mean massive eviction of people from their residences and place of livelihood.</div>
<div>Contrary to what ADB is projecting, it is not in any way helping the poor. For instance, their projects geared towards “helping” the poor through reforms in water and power supply system, health and education only worsened the situation of the Filipino people. Aside from higher rates of water and electricity and higher fees for hospitalization, the Filipino people are gradually buried in various debts that do not even serve for the peoples’ welfare.</div>
<div>“We have been calling for the re-channelling of funds to long-term programs such as education, health, salary increase, the creation of jobs and the improvement of our own industries. We borrow money for temporary plans such as the Conditional Cash Transfer that only creates citizens dependent on loose change that the government is prepared to throw its way,” Rep. Tinio said.</div>
<div>Rep. Tinio co-authored House Bill 1962 being lobbied by Kabataan Partylist representative Raymond Palatino demanding for the repealing of automatic appropriation for debt service and allotting 6% of the GDP to the public education sector.</div>
<div>“Because of these loans, debt servicing gets the biggest chunk of the budget, shortchanging the budget share of basic social services. Despite their hard work, the Filipinos remain neck-deep in debt and they aren’t too thrilled either. This image creates a sense of urgency for legislators to enact the house bill repealing the automatic appropriation for debt service, giving a higher chance for basic social services, especially education to receive a fair share from the budget,” Rep. Tinio concluded. #</div>

<p>The Aquino Administration’s supposed “surprise” elicited no impressed comments among the labor sector and various labor groups. Various groups vehemently called on to Aquino to stop prioritizing big corporations and start recognizing the rights of workers to decent pay. Rep. Antonio Tinio of ACT Teachers Party-List expressed his solidarity with the fight of the working class and questioned the Aquino Administration’s continuous neglect of what the people are really clamoring for.</p>
<p>&nbsp;</p>
<p>The fourth tranche of the salary increase under the Salary Standardization Law (SSL) is scheduled to be implemented June of this year, a month earlier than what was originally planned.Workers under the Salary Grade 1 will experience an increase of P713/month or P23/day. Government nurses under SG 11 will have an additional P1450 increase in salary. Teachers’ salaries under Salary Grade 11 will increase from P17, 099 to P18, 549. Although this is part of what Filipino workers have been hoping for, this is a far cry from the P125 wage increase and the salary upgrading that the public has been demanding from the government. This “surprise” for the labor force amount only to loose change compared to the budget spent on military spending and debt servicing.</p>
<p>The increase will be the last installment under the Salary Standardization Law. Unless Congress legislates a new increase, there will be no significant wage hikes for 2013 and beyond. The party-list Representative called on all public sector workers to unite for the immediate legislation of the House Bills that will guarantee increase in government salaries for next year and the succeeding years.</p>
<p>&nbsp;</p>
<p>Among the major House Bills currently being pushed by ACT Teachers Party- List are HB 2142 and HB 4523, mandating the upgrading of public school teachers from salary grade 11 to 15 and of public higher education teachers of State Universities and Colleges from Salary Grade 12 to 16, respectively. Tinio is also urging the enactment of an additional P6,000 for public sector employees under HB 3746. Other bills supported by ACT Teachers PL include HB 5230 aiming to upgrade salary grade of government nurses from SG11 to SG15 and HB 5568 upgrading the salary grade of government doctors from SG 16 to SG 24.</p>
<p>“There is an urgent need for the Congress to pass new legislation on public sector salary increases during the upcoming budget deliberations this year to ensure government a pay hike for 2013 and the succeeding years. We must all make sure that public sector pay will not once again be left behind by the continually rising cost of living,” Tinio said.</p>
<p>&nbsp;</p>
<p>Tinio noted that, during the time of former President Arroyo, there was no increase in wages from the year 2002 until 2007. &#8220;This six-year salary freeze seriously eroded the standard of living of public sector workers. We will not accept a repeat of this scenario under the present administration.&#8221;</p>
<p>“It is the power of public pressure and continuous campaigns for the House Bills on salary increase that will help us win in our fight for decent wages. The government is not giving what the public wants, what the people rightfully deserve. The Labor Day mobilization shall remind the current administration of their neglect to the rights of workers.” Tinio concluded.</p>

Unions, teacher-leaders, principals and personnel are geared to storm the streets tomorrow in support to the legislation of the house bills being lobbied and for the greater fight of workers all over the world.#</p>
