MOA for better GSIS services signed

MALACAÑANG—ACT Teachers Party-List Representative Antonio Tinio witnessed the signing of a memorandum of agreement between the Government Service Insurance System (GSIS) and the Education and Budget Departments that effectively ends teachers’ woes on overdeductions and decreased benefits due to unposted premium payments.

The tripartite MOA finally settles the issue of premium arrears (government share) from July 1997 to December 2010.  More than 800,000 permanent and non-permanent teaching and non-teaching employees of DepEd will receive their benefits in proportion to paid premiums according to their updated service records.

“For more than two decades, teachers bore the brunt of the unjust policies GSIS began by its former President and General Manager Winston Garcia.  For a long time, we have fought for the updating of records,” Tinio said.  “This MOA is the laudable product of the long saga of mass actions and campaigns we have waged since the late 1990s against these policies.”

DBM revealed, at the meeting early last month of the Technical Working Committee for the revision of the GSIS Law, that it has agreed to waive interests on delayed premium remittances.  Tinio chairs the TWC.

The progressive solon notes, however, that the MOA only serves as the three agencies’ promise to update records.

“We guarantee the vigilance of teachers and non-teaching personnel to make sure that DepEd, GSIS, and DBM fulfil their long-overdue promise,” Tinio said.  ###
