Dear Sir/Ma’m,
I’ve been teaching in the public high school for 5 years now. But up to this writing, I am still a casual teacher. I always submit my credentials for ranking every year. I once asked our A.O. why is the ranking not followed. The answer I received, is that even I ranked 1st, still that would be subject to recommendation. How long will it take to have a national item? Some of my co-teachers applied directly at DepEd NCR. I have passed 2 government examinations, PBET and Civil Service Professional Exam. I also have been teaching in private schools/colleges for 15 years. And it will be my 6th year in teaching in public this coming school year. Can you please help me what is the best action I would take? If I submit my papers at NCR to what department?

Dear Sir/Madame:

Kindly refer to the revised guidelines on the hiring of Teacher I Positions in public schools issued by the Department of Education. Asking recommendation letter from a politician and any other high ranking officials in the government is not acceptable. All concerned divisions and departments under DepEd should follow the said Department Order. You can assert to the division where you applied that they should follow the ranking process and not rely on the recommendation that they will receive.

Ayon po sa Dep Ed order 25 s 2012 Subject area specialization and not the residence of the applicant hall be the primary consideration in the filling up of vacancy in grde V and VI as well as secondary level. Ang election ban po ay mag take effect pa sa march 2013. Kung ma abutan po kayo mag resume lang ito after the election.

    As stated on the Section 1 of Localization Law, “Section 1. In the appointment or assignment of teachers to public elementary or secondary schools, priority shall be given to bona fide residents of the barangay, municipality, city or province where the school is located: Provided, That the teacher possesses all the minimum qualifications for the position as required by law.” Meaning, ranking also matter. A teacher-applicant must be in the Registry A for her to have an item.

I am a preschool teacher in public schools under the kindergarten volunteer program. I received a monthly salary of 3000. But it takes 6months or more to received it. My concern is , how can we survive if we didnt receive our salary a month. Kahit po konti lang ang sweldo namin basta kahit papaano makakatulong na din sa pamilya. I have a 2yrs old daughter. Since kulang po yung sweldo ko for yayas, what i did is i brought my daughter in school. So parang I serve two masters at the same time. Nahahati po yung atensyon ko sa anak at mga pupils ko. Im trying my best to become an effective teacher, para makita po ng principal na I deserve to belong in the national item. My husband salary is only enough for the rent of our house, electricity, water bill, food. Sana po itaas na ninyo ang sweldo ng mga kindergarten volumteer program teacher ng 70000, kahit papaano makakatulong ito sa amin. At mayroon pa din po yun mga KVP teacher sa mga bundok , they receive only 1500 per month kasi po konti lng ang mga bata sa bundok. At sana the government will open more item in the kindergarten program.

I have the same dilemma with mailyn, who is a kindergarten volunteer teacher with a minimum salary of 3k. Ma’am I’m not asking for a big amount of money ang hinihingi ko lang po ay kahit konti dagdagan nyo ang aming sweldo. Teaching a 5 year old kids is not easy. Yan ang foundation ng pag-aaral, pero bakit “parang” hindi masyado binibigyan ng pansin ang sweldo ng mga guro. Every year ay nagpaparank ako, na parang dumaraan sa butas ng karayom. region VII po ako. 2008 i ranked number 4, sa cebu city division. iba ang na hire. 2010 ang nasa ranked 35 yata na hire . ok pa rin po. since nakabili ako ng house sa mandaue nag apply ako. 2010 po ranked 8 ako.. 2011 ranked 5 po ang malayo pa sa ranked. naappoint na. ngayon po.sumunod din ako sa gawain dito kumuha ng recomendation ng mayor, binigyan naman ako. kaso sabi nawala daw. ngayon 76.37 na ang aking score. registry A . may usapan na hindi ako pwede .. bakit ang kakilala nila pwede? ang sakit di ba. casual teacher po ako since 2008,, 75.00/hour.walang benipisyo kaya nga pinagbutihan ko ang aking pagtatrabaho. please po.hindi po ako nag-iisa

Good day. Itatanong ko lang po kung talagang dapat yearly ka magpaparank. Halimbawa po na rank 15 ka ngayon year na ito and unluckily 10 lang ang slot for permanency so contractual ulit. di po ba un dapat nasa ibabaw na papers? kung lagi paparank parang hindi gumagalaw ang papel ng isang nagpaparank. paano kung pag nagparank ka ulit mas malayo na ang maging ranking. Di po ba dapat sa mga new applicants lang dapat magparank, yung datihan nasa ibabaw na ang papers? then yung mga bagong applicants dapat nsa ilalim, kasi parang di gumagalaw ang papel.

Base po bagong guidelines ng DepEd hinggil sa hiring of Teacher I positions, kapag hindi po nabigyan ng appointment ang nasabing guro sa within the school year na nag-aapply siya, automatically, ang pangalan niya po ay mapapasama sa listahan ng RQA. Maaari din po na hindi na siya magpasa ng mga bagong dokumento for evaluation of new applicants. Otherwise po, retained po ang kanyang previous pouints. Ibig sabihin po, kung hindi po kayo dadaan uli sa proseso ng ranking, maaari pong may maunang applicants sa inyo.

Hello po,
Itatanong ko lang po kung ano talaga ang ibig sabihin ng subject area specialization, dahil ako po ay holder ng Bachelor of Music degree at rank 2 sa MAPEH Dep. last 2011. Last Nov. pinatawag ako dahil nagkasakit ang music teacher sa Special Program in the Arts for substitute, pero it happens na hindi cleared and teacher na nagkasakit then sabi nila mag volunteer lang daw muna ako. Then since November, nag volunteer ako at last December namatay ang music teacher. Pero volunteer teacher pa rin ako hanggang March. This 2012 nasa rank 3 na ako and still volunteer pa rin as music teacher. Wala pong ibang music na nag apply lahat po ay PEHM Major. Itatanong ko lang po kung ako lang po ba ang qualified sa vacant position na ito? Dahil kahit allowance po wala akong tinatanggap.

Dear Sir/Madame,

Ayon sa bagong guidelines ng DepEd hinggil sa hiring of new teachers partikular sa grage V-VI at high school teacher applicants, dapat pong bigyang priyoridad ang mga gurong mag spesyalisasyon sa anumang asignatura kesa mga residente ng nasabing barangay. Halimbawa po, may available item (for english teacher) po sa isang school sa inyong division. Kahit po hindi kayo ang Rank 1 basta ang majorship niyo ay English kayo po dapat ang bigyan ng item. Kung may available item po.

Ngayon po sa kaso niyo, kung vacant position for music teacher po sa inyong lugar/division at kayo lang po ang teacher applicant na may naturang spesyalisasyon, maaari po kaming tumawag sa inyong division office para itanong ang inyong concern. Kailangan lang po namin ang inyong pangalan, school o division kung saan kayo nagtuturo.

Speaking of teacher’s ranking, one private school teacher was contacted by a public school principal and telling her that she will be a substitute for a regular teacher on leave. The dilemma is the private school teacher has an existing contract with the private school. This teacher is afraid that if she will not heed the call to substitute then her ranking will go down again and she has to start from the bottom. I hope that public school principals will honor the contract of private school teachers and avoid luring under contract private school teachers to simply leave their job and grab the opportunity in public school.

sir, one teacher requesting transfer from another division into our division was given priority in the hiring; she was accompanied by the vice governor to the sds office being her ninong. we will not complain had she also her item transferred to our division; but, she has taken the vacant item in the school where there are existing kinder volunteer teachers who are local residents of the school; who also had undergone the process being ranked under category A in the latest RQA? last july 2012 her ROV was signed by the SDS. we trust you in this regard; with high hopes for an indepth investigation along this matter.

Una po talaga mali ang pag prioritize sa kanya simply because she was endorsed by your vice gov. Kung dumaan naman siya sa ranking process dapat siya ang nakakuha ng highest point among the category A sa RQA to be hire. Under Dep ed memo 12 s 2012 may provision po doon for protest ng mga na agrabyado sa process. We encourage you to avail this process para makita natin ano ang maging paliwanag ng SDS. Under this memo kasi the superintendent has to answer within 15 days upon filling ng protest letter. Pwede kami mag follow up sa SDS to give us also an update sa protest na na ifile .

Fortunately, my ERF was approved, yun po yung na-apply ko from T-I to T-III. na-received ko po yung approval ng regional office nung August 23 po. may pinapa-submit sila para daw po maipa-implement na yun. Sir, tanong ko lang po kung halimbawang magahol at abutin ito ng election ban, ibig po bang sabihin,kahit approved na yung ERF ko, hindi pa rin po ba mapapa-implement pag umabot ng election ban? Spet. o yata kase ang election ban. kasama po ba ito or exempted yung ganitong case. thanks po and God bless.

Itatanong ko lang po kung kailan ang election van, dahil ako po ay isang applikante at ako lang talaga ang qualified sa vacant position as music teacher and then ako lang po din ang nag volunteer since November pero ibinigay po nila ang item sa rank 1 (PEHM Major) last July kahit hindi sya nag volunteer. Ok, nalang po sa akin dahil sabi po sa akin na hintayin ko nalang po ang isang item pero ito ay T2, pero hanggang ngayon po wala pa rin. Gusto ko lang naman pong malaman kung may pag-asa pa ba akong makapasok this year dahil kahit peso na allowance po wala akong natanggap. Special Program in the Arts – Music po ang tinuturuan ko. Yung ibang ngang school na may SPA-Music, lahat ng nagturo ay Bachelor of Music dahil yun po talaga ang nasa Guidelines ng SPA at isang oras lang everyday (as part time teacher) pero may 15,000 thousand silang tinanggap. Hindi po ako maka pag voice out sa aming principal dahil baka pag initan ako. Tinitiis ko nalang po lahat ito.

please help us. my daughter who is an elementary teacher requested for transfer from Barili, Cebu to Liloan, Cebu because she is a nursing mother with 8 months old son. Moreover, her request for transfer is in line with the Deped Order No. 21, s. 2005 particularly on P.D. 603, the child and youth welfare code. However, the newly installed Assistant School Division Superintendent in the name of Mr. Roseller N. Gelig in the Division of Cebu Province made another claim that newly created Teacher Item could not be swapped to Old Teacher Item. Hence, the applicant for transfer would leave her Old Teacher Item and use the newly created Teacher Item even though the said Old and New teacher Items belong to the same Division. Furthermore, he asserted that Newly created Teacher Item should be given to the school where it belongs. Again, please do help us especially to my sickly grandson. Thank you and more power!

Dear Ms. Belinda,

As per advise of our counsel, her request for transfer should be given priority in line with Dep Ed Order No. 21 Series 2005 and PD 603. While items may not be swapped as they remain with the school where the teacher items are allocated, nonetheless, a person occupying one item may be transferred to occupy another item. In case, there is a vacant item to which her daughter is qualified, she should be given priority pursuant to Dep Ed Order 21 Series 2005 and PD 603.

  1) Mr. T is correct in saying that DepEd Order 20 S 2009 does not provide for the imposition of a deduction when the applicant does not have a Field Study. She also correctly quoted from DepEd Order 12 S 2012 the provision that “Where the applicant does not have a Field Study, the ELC shall be based on the Practice Teaching Rating”. Thus, if a deduction of 2 points was made from her final rating for lack of a Field Study, such deduction would not be in accordance with said DepEd orders.
  
  2) Section 1 of RA 8190 (Localization Law) provides that “in the appointment or assignment of teachers to public elementary or secondary schools, priority shall be given to bona fide residents of the barangay, municipality, city or province where the school is located provided that the teacher possesses all the minimum qualifications for the position as required by law”. However, bona fide residents of adjacent barangays where no schools are located and have been identified as “catchment areas” shall also be considered pursuant to DepEd Order No. 20 S 2009. good am po, ask ko lang po if may ginagawa bang hakbang ang deped hinggil sa hinaing ng mga teacher applicants especially teacher 1…nagparank din ako this year (2012 las pinas) , pasok ako sa register A… nagfollow up ako nang nagfollow up , luckily binigyan ako ng chance na makapasok sa public as a substitute teacher 1 for almost 2 months.. after ng sub ko nabalitaan ko na kasama ako sa inendorse ng principal namin sa division office ng las pinas , mismong ung principal din ang nagsabi sa kin ng magandang balita , maghintay na lang daw ako ng tawag kung kailan ako mabibigyan ng appointment and take note ang sabi nya regular n daw n appoinment yun, i was very thankful, then. Buwan na din akong naghihintay ng tawag ang nagfofollow up sa d.o pati sa skul na pinasahan ko ng papers ko.. then finally,tinawagan ako ng secretary nya.. I thought ibibigay na ung appointment ko as a regular/permanent teacher in public school pero pinatawag pala ko para kausapin ng principal , pinagvovolunteer nya ko ..walng sahod , walang allowance at kahit piso wala …ok lang sana sa kin kaso nung I asked her kung hanggang kelan ako magvovolunteer teacher ..hindi daw nya alam (pwedeng 1, 2, 3, 4 na buwan or til mag end na ung skul year) kaya nag lakas loob ako na tanggihan siya, may mga kapatid din akong nag-aaaral at san ako kukuha nang pangfinancial assistance sa mga ilang buwang pagtuturo as a voulunteer teacher. ANg sabi nung principal ok lang daw sa kanya kahit tumanggi ako, un pala she will get even. BAlik ako sa dating gawi, punta sa d.o at skul para magfollow up..til nalaman ko sa d.o na binawi na pala ung endorsement ko as a regular teacher… malaki ang panghihinayang ko dahil naghihintay na lang pala ako sa wala… Ganun pala ang kalakaran sa public pag gusto kang i-endorse at gustong bawiin ganun ganun na lang pala un… ang dami kong nababalitaan na gantong kalakaran sa public…sobra naman atang burden sa mga teacher applicants ung ganitong mga ginagawa ng nga nasa authority. pinaglalaruan kami matapos naming sumunod sa proseso ng pag-apply sa public, we did our best ..sa demo, sa nterview pati sa exam… follow up pa kami ng follow up… ALL OF THESE FOR NOTHING …. the worst is ung TIME na nawala sa min di na nila maibabalik.. AGAIN, may ginagawa bang hakbang ang deped hinggil sa hinaing ng mga teacher applicants especially teacher 1??? PLS. STOP DIS KINd OF MESS. IT’s RUINED many LIVES … PLs. As per advise of our counsel, please be informed that a certified copy of the Voter’s ID is one of the documents required to be submitted by DepEd Order 12 Series 2012 which provides for the revised guidelines on the hiring of teacher I positions based on BESRA

Under Section 4.1 of the said revised guidelines entitled “Further Revisions on To The Hiring Guidelines For Teacher I Positions Under DepEd Order No. 4 Series 2007, an applicant shall submit to the head of the elementary or secondary school a written application supported by the following documents:

• “CSC Form 212 in two copies with the latest “2×2” ID picture
• Certified photocopy of PRC Certificate of Registration
• Certified copies of Transcript of Records for baccalaureate course
• Copies of service record
• Certificates of specialized training
• Certified copy of Voter’s ID
• NBI Clearance
• Omnibus certification of authenticity and veracity of all documents submitted

If any of these documents are not submitted, the School Selection Committee may refuse acceptance of the application.”

Accordingly, it is within the prerogative of the SSC not to accept the subject application.

I am not a teacher but i have friends who are. i just want to be clarified on some matters; 1) Ex: in Category A there are ranks 1 to 10…Ranks 1 to 4 are from another barangay, rank 5 is from the Barangay where the annex school has the vacancy (she is also a LSB paid teacher there!), however, the SDS did not approve the ROV of rank 5 unless she should ask a waiver from the ranks 1-4…in the DepEd order no. 12 s 2012 it states that those in Registry A shall be given priority in the appointment; second is, the DepEd Order no 37 (addendum) contractual or volunteer teachers whether employed by the DepEd or LGU shall be given to qualified applicants; 3rd; there is also an order where localization applies. Rank 5 has already 3 reasons why she should be hired yet, her docs are still pending. In the Category of applicants, ranking is silent since all was said that SDS shall appoint only from AMONG the qualified applicants and those in Category A shall be given priority. I have not seen or read any thing like THOSE IN CATEGORY A SHOULD BE PRIORITIZED STARTING FROM RANK 1; AND THAT WE CANNOT APPOINT RANK 5 IF RANK 1 HAS NOT YET BEEN APPOINTED…I THINK what confuses me the most is that even DepEd people do not have the same interpretation in their own ORDER; not even those high ranking officals in the Division and Regional Offices…can I be answered on this please? thanks!

another thing: a certain school in the barangay is vacant for a kinder teacher; the assigned teacher in that same school has the documents, however she belongs in Category C. in the adjacent barangay where there is no kinder class yet, a teacher is also qualified but she is not a resident of the barangay where there is a vacancy, however, she belongs to category B; question: who among the two shall be prioritized? teacher category C is claiming she should be hired because the land area where the school is located was donated by her father in law…our SDS signed the ROV for appointment of the teacher in Category C because of localization; is it right? if this is so, well, I guess there are still grey areas in the DepEd Order for this 2012…can we be clarified on these? better yet, i suggest that the moment there is an order from them coming out, they shluld orient those who are in the LGUs, Congress, and that DepEd people should speak the same languages so as many would understand!

Teacher’s hiring guidelines has a deped order and it must be done by all means of all staff and selection committee of the DepEd. Ang mga nangyari sa mga ibang teachers applicant na nabasa ko dito ay katulad din sa nangyari sa akin. Kailangan lang natin ang courage to file legal case as aggrieved applicant within 90 days upon appointment. Sana mabigyan ng attention ng ating mahal na presidente ang sitwasyon sa pagpapasok ng mga applicant teachers sa bawat division ng Pilipinas. Kasi hanggang may ganitong sitwasyon hindi magkakaroon ng kaunlaran ang ating bansa. Pati kasi sa hiring ng manpower, may corruption eh.

regarding the application of teacher 1..ang isang duly licensed teacher ba ay hindi maaaring tanggapin ng isang iskwelahan o magaply saan mang paaralan sa manila kung siya ay halimbawang nkaregister p s dati niyang province. Anung Republic Act ang tumutugon sa ganitong revised guidline na ginawa ng Secretary Luistro.

Superintendent highlighting the reasons of your intention to transfer. Kung wla ka pa sa service, hndi nman po mali ang makipagsapalaran. teacher in the deped is that an applicant must be a bona fide resident
in a particular barangay.
deped’s definition of bona fide resident
states that an applicant must reside a particular barangay for at least 6
months. applicant X is a resident in another barangay.my clarification
is this, if applicant X will only sleep at the residence of her friend(
who is a real resident in barangay A) during weekends for a several
times, is applicant X has the right to transfer and claim as bona fide
resident in barangay A?

question lang po…. may isang guro na ang kurso ay BEED-ECE at pasado sa LET. Siya lang ang ECE major dito sa amin. Naitrain na rin po siya sa Kindergarten teaching na ang DEPED central office personnel mismo ang nagtrain sa kanila. May units na rin siya sa ECE sa masteral. PERO… bakit po ang isang aplikanti na hindi ECE major, may kinuha lang na units sa ECE na hindi pasado sa ECE at hindi pa nakatapos sa units niya sa ECE ang na hire ngayon at hindi ang unang guro? Ganito ba talaga ang mga tao? Naging biktima na rin po ako nito when i was the applicant, pero high school po ako. Last we heard na ang taong na hire sa ECE ay related sa isang DepEd personnel sa amin na may mataas na rango… Mr. DepEd secretary should know about this matter i think kasi sabi sa guidelines niya, dapat ang ECE majors ang unang i-hire… di ba po? we really need your opinion about this. thanks a lot

Good eve.. In my case, I was at the rank 1 for two consecutive years and rank 2 for the past year but I was not hired..I filed a protest/complain at the DepEd regional office(REGION III) but the RD dismissed my protest. I attached the RQA for 2 consecutive years..I also stated that I was at the rank 7 in the last year’s ranking but those who were in the rank 9 under REG A and rank 9 under REG B were hired permanently. And as a consequence of the protest that I made I was not able to renew my PLSB contract because the principal did not endorse me. .So in my case, filing a complain or a protest doesn’t really work coz they could easily make their excuses.

Once ma hire into regular employee hindi na po siya basta basta matatanggal sa trabaho. Under civil service he or she is protected and enjoys security of tenure. Kailangan pong kasuhan muna at dumaan sa processo bago matanggal ang isang regular na empleyado.

I confuse with this issue, isa po sa mga kaibigan ko ng sabi ng ung friend nya dw nabigyan ng item(na regular) dahil dw sa deal na sa unang sahod nya ibibigay nya sa taon ng bigay ng item sa kanya..marami na akong naririnig na ganito…and there’s a case na ung girl friend ko mayron nang 18 units pero binigay parin ung item sa nka 12 units lng at tska ung LSB nakakuha din.. masyadong unfair po dba..d na po tama..nung tinanong nya kung bakit, next year nalng dw sya bibigyan nang item..panu tayo aasenso kung sa paaralan mismo ngsisimula yung katiwalian..wla ba talga magagawa ung DEP ED dito?
