Solons secure COMELEC word to implement ESRA, strengthen cybersecurity of voters’ records, new scheme of BEI honorarium

ACT Teachers Party-List Representatives Antonio Tinio and France Castro look forward as Commission on Election (COMELEC) Chairman Andres Bautista gave his word to implementing the Election Service Reform Act (ESRA) starting next election, supporting a law on the pursuit of an upgraded salary of COMELEC employees, strengthening the cyber security of the commission’s records, and a new scheme of giving honoraria to the teachers who serve as board of election inspectors (BEI) in the deliberation of the said commission’s budget for 2017, yesterday.

Tinio stressed that salaries of COMELEC employees such as lawyers, statisticians, and other professionals are lower than their counterparts in other agencies. He noted that, in pursuit of this concern, he filed House Bill (HB) 1514 or An Act Upgrading the Salaries of Employees of the COMELEC.  Bautista voiced his support for the proposal during the hearing.

On the other hand, Rep. Castro also highlighted the complaints of hundreds of teachers this recent national election in COMELEC’s new scheme of giving honoraria thru cashcards that caused delay especially those in far islands.

Bautista then asked Castro to urge DepEd to be the recipient of the cash and that the department has the responsibility of disbursing it to the bank accounts of teachers.

Meanwhile, Bautista also explained that they are ready for the implementing rules and regulations (IRR) of the RA 10756 or ESRA and are supposed to implement in the barangay elections this October. But for the meantime since barangay elections this October is cancelled, COMELEC said that they are ensuring the actual fulfillment of this on the succeeding elections.

One of the highlights of this law is that election service is no longer required for teachers. Also, a higher compensation package for workers in next polls is mandated.

Bautista assured the lawmakers that the current PhP 6B budget can hover such budgetary requirements like additional honoraria as stated in the ESRA, medical and insurance benefits.

As of today, COMELEC is taking measures on strengthening the cyber security of the voters’ records since there has been a data breach days before the actual election happened.###
