Gains in our 2012 Budget Campaign

Under the Special Provisions to the Budget of the Department of Education (please check http://www.dbm.gov.ph/Gaa2012/DEPED/A.pdf):

4.  Provision for Cash Allowance to Teachers.   Cash allowance to teachers for the  purchase of  chalks, erasers, forms  and other classroom supplies and materials shall be paid only to classroom teachers at One Thousand Pesos (P1,000) per teacher per school year.

8.  Regularization of Qualified Contractual and Volunteer Teachers.  In the hiring of new teachers, whether to fill unfilled or newly created positions, priority shall be given to qualified contractual and volunteer teachers, whether employed by the DepEd  or the local government units.

13.   Regularization of Qualified Part-Time Faculty.  In the hiring of new faculty, whether to  fill unfilled  or newly  created positions priority shall be given to qualified contractual or part-time faculty.

Under the General Provisions (please check http://www.dbm.gov.ph/Gaa2012/GP/GP.pdf):

Section 37.  Authorized Deductions.  Deductions from salaries,  emoluments or other  benefits accruing to any  government employee chargeable against  the appropriations for Personal  Services may be  allowed for the  payment of individual employee’s  contributions or obligations due the following:

(a) The BIR, PHILHEALTH, GSIS and HDMF;

(b) Mutual benefits associations, thrift banks and non-stock savings and loan associations duly operating under existing laws which are managed by and/or for the benefit of government employees;

(c) Associations/cooperatives/provident funds organized and managed by government employees for their benefit and welfare; and

(d) Duly licensed insurance companies accredited by national government agencies.

PROVIDED, That  such deductions shall  not reduce the employee’s  monthly net take  home pay to  an amount lower than  Five Thousand Pesos (P5,OOO), after all authorized  deductions: PROVIDED, FURTHER, That in the event total authorized  deductions shall reduce net take home pay to less than  Five Thousand Pesos (P5,OOO), authorized deductions under item (a) shall  enjoy first preference, those under item (b) shall enjoy second preference, and so forth.

    takot po magreklamo ang qualified volunteer teachers hired by Deped na P3,000 honorarium last April 2012 hanggang po June 2012 and up to this time, wala pa po. Hindi naman binigyan-pansin ang DepEd Order No. 37, s. 2012 ng SDS, di po priority sa kanya ang kawawang mga volunteer teachers na qualified at nasa registry A din naman po sana..

    dapat ding e-redefine ang salitang contractual kung napaloob ba ang mga substitute teachers dito kasi sa memorandum hindi nabanggit ang salitang substitute. tanong ko lang magkaiba talaga ang pagamit ng salitang and sa or, sa tingin ko magkaiba talaga ang karagang contractual teachers sa locally paid teachers, tanong kulang wala namang contract ang mga substitute kundi appointment lang, di naba ito sapat upang mag qualify sa memo na yan.

    di ba kasali ang mga substitute teachers sa memong iyan? kahit na akoy nagserbesyo ng mahigit sa 8 taon bilang contractual sa ibang division and in the same region, wala bang merito ang aking taong panunungkulan upang mapabilang sa kalahatan?
