Special Provisions on Teachers’ Rights and Welfare introduced by Rep. Antonio L. Tinio, ACT Teachers PL in R.A. 1055, the 2012 General Appropriations Act

Under the Special Provisions of the Budget of the Department of Education (http://www.dbm.gov.ph/Gaa2012/DEPED/A.pdf):

4.  Provision for Cash Allowance to Teachers.   Cash allowance to teachers for the purchase of chalks, erasers, forms  and other classroom supplies and materials shall be paid only to classroom teachers at One Thousand Pesos (P1,000) per teacher per school year.

8.  Regularization of Qualified Contractual and Volunteer Teachers.  In the hiring of new teachers, whether to fill unfilled or newly created positions, priority shall be given to qualified contractual and volunteer teachers, whether employed by the DepEd or the local government units.

13.   Regularization of Qualified Part-Time Faculty.  In the hiring of new faculty, whether to fill unfilled or newly  created positions priority shall be given to qualified contractual or part-time faculty.

    please extend your helping hand to the poor kinder teachers hired by DepEd having not received their summer and June 2012 honorarium… where is justice for them? they are also LET and PRC license holders. moreover, we pray for the implementation of priority hiring of kinder volunteer teachers when a regular vacancy exists (due to retirement of a regular-national paid teacher ) over those new applicants or teacher-transferees from another Division. is it also true that the Schools Division Superintendent is very powerful to deprive the qualified but poor kinder teachers of the chance to become regularly hired?
