Teachers’ solon calls for Php 10,000 extra bonus for locally funded and kindergarten teachers

ACT Teachers Representative Antonio Tinio is calling on Malacañang to extend the Php 10,000 extra year-end bonus to locally funded and kindergarten teachers.

President Benigno Aquino III recently announced that Malacañang will give national government employees a Performance Enhancement Incentive (PEI) of Php 10,000, to be released on December 15. The Department of Budget and Management has set aside Php 11.68 billion to fund the bonus.

“Aside from the over five hundred thousand nationally paid teachers employed by the Department of Education, there are approximately 49,000 locally funded teachers employed by Local Government Units (LGUs) and over 30,000 volunteer kindergarten teachers working alongside them in our public schools,” said Tinio. “These teachers deserve the same bonus as their nationally paid counterparts.”

Tinio explained that, according to a pronouncement by the DBM, the PEI of local government employees will depend on the financial capability of LGUs, and is subject to the 45% to 55% budgetary ceiling on personnel compensation prescribed in the Local Government Code. “Concretely, this means that many LGUs, particularly those with limited financial resources, will not be able to give their employees the full amount of Php 10,000 as PEI.”

“Contractual teachers employed by the local governments should receive the same amount of Performance Enhancement Incentive as their nationally-paid counterparts. It’s only fair, considering that they work side-by-side in our public schools, are similarly qualified, and perform the same functions,” he added.

The party-list representative urged Malacañang to shoulder the cost of paying their PEI in full. “This is one way in which the national government can acknowledge some responsibility for the welfare of locally funded teachers. After all, they are indispensable in the delivery of education, which the national government is mandated to provide.”

The ACT Teachers legislator likewise called for the full payment of PEI to the 30,000 volunteer kindergarten teachers employed by the DepEd. “At this point, it’s not clear whether or not they are included in the grant of PEI. They must be included because the Universal Kindergarten program, which the DepEd began implementing this year, relies heavily on them.”

Lastly, Tinio emphasized that the locally funded contractual teachers and kindergarten volunteers are among the most exploited in the teaching profession, having no job security and receiving lower compensation. “Granting them the full bonus is one way to ameliorate their plight.” #

    sang ayon ako kay rep. tinio para bonus ng mga locally funded at volunteer teachers…dapat ay pantay-pantay na pagtingin sa lahat…allowance na nga lang sa iba…aapihin pa sa bonus….

    Ngayon pa lang po ay nagpapasalamat na ako kay rep. Tinio……Kahit kindergarten teachers lang po kami ay sa Gov’t din kami nagwowork…so mean to say na Gov’t Employees din kami…..Nung time ni Ex-Pres. Ramos, nakatanggap kami…but the next succeeding president ala na po…..sana naman this time we can recieve what the national Teachers recieved!

  • Thank You Rep.Tinio na nagmamalasakit po sa amin. sana po bgyan halaga naman kaming mga volunteer teachers. sana naman makakatanggap kami kung anu po yung natanggap ng mga regular teachers dahil pare pareho nman po kami nag render ng service. sa totoo lang kawawa naman yung ibang volunteer teachers hanggang ngayon hndi pa rin nakakatanggap ng honorarium. wag naman po sana ipagkait sa mga volunteer teachers dhil hindi rin po madali i handle ang maliliit na mga chikiting.

    ayoko nalng po banggitin kung anung region yung namigay ng xmas allowance from the local government worth 1,800 for the regular teachers pero sa volunteer teacher 500 lang for 1 session at 1,000 for 2 sessions grabe naman sana patas naman po kasi same lang naman nag work at nag render ng service.

    sana kasali naman po kami sa mabgyan ng incentives

    Yes, absolutely the Kindergarten and volunteer teachers should grant their full PEI bonus.Because, they are having no job security and receiving lower compensation….. If this thing will happen meaning that our country is improving, in terms of economic stability. I also salute to the present Administration! Sir President Mabuhay po kayo!     tama! pareho lang naman ng function tpos magkaiba ang sahod. doon mo talaga makikita ang differences of treatment eh. kahit sa grocery na natatanggap kitang kita! d2 nga sa taguig ang mga contractual teachers wla pang 10k ang nakuha nila sa 13th month bonus at qng anu2. malayo sa mahigit 30k na natanggap nila nung nakaraang taon
